insufficient buffer space or because a queue was full (10055), on API "connect"

This another experience I got:
the device:
notebook with intel acceleration internal vga.
the problem:
when i right click on the desktop, selecting the intel> dual monitor
blue screen: stop 0x0000008e(0x0000000c, dsl.... win32k.sys
